This BBC article brings to light suffering Tamil people in Sri Lanka are bearing due to the war strategy of the Sri Lankan government:

The article also touches upon the fact that the international community (India especially) has sought to ignore the plight of the Tamils.
How much better it would be if the people of the North and East of Lanka are provided with the opportunity to vote in an UN administered referendum to decide how they want to be administered (in a new country - Tamil Eelam or as part of Sri Lanka).

The US role in Sri Lanka
There are two possible view points for the US to approach the ethnic conflict in Sri Lanka.
Justice view | Incumbency view
Basis | All freedom loving people have the right to self determintaion and happiness like the American people. | We are a sovereign nation and we will always support another sovereign nation even if they treat their minorities badly. |
USA | Sri Lanka | Tamil Eelam (future)
Form of government | Secular, open democracy | Theocractic oppressive democracy | Secular, open democracy |
Minority Rights | Best standards in the world | One of the worst in the world - only nation to have aerially bombed its minorities for 22 years. | Will seek to establish minority rights based on the western model |
Will the United States of America help secure justice for the suffering people of Tamil Eelam by supporting a referendum?
Why is a referendum in the North East of Sri Lanka the best option to solve the ethnic conflict
A referendum is the most peaceful and democratic means of solving the ethnic conflict that has already taken more than 80000 lives. The referendum is not just for Tamils, but for all traditional inhabitants of the North and East provinces along the lines of Quebec/Canada, Eritea/Ethiopia, Indonesia/East Timor etc.
